Richard is one of the UK’s leading Fire Safety Experts with over 40 years experience. From 2006 he held the role of Head of Fire Safety Policy and Procedures for Lancashire Fire and Rescue Service until retiring in December 2014, when he formed Surety Fire with two colleagues. He is a Fellow of the Institution of Fire Engineers and is NEBOSH qualified. Richard enjoys cycling, motorbikes and music.

Warren Hessey

Warren has over 30 years of experience in the Fire and Rescue Service, specializing in operational response and complex fire safety management. As Fire Safety Manager, he oversaw enforcement teams across West Lancashire, including high-risk sites like Blackpool Tower and the Winter Gardens. With expertise in healthcare fire safety, he has served as a Responsible Individual for hospitals and independent living accommodations. Warren played a key role in implementing the Fire Safety (Regulatory Reform) Order 2005, contributing at a national level through the Chief Fire Officers Association.

James joined Surety after 33 years in the Fire and Rescue Service, where he specialized in operational command, planning, and fire safety management. He oversees audit procedures and quality assurance while enhancing fire safety management through knowledge management and data analysis. Leading Research and Development, he focuses on continuous improvement in fire safety practices. With extensive training experience, James also develops learning opportunities to enhance clients’ fire safety and evacuation skills.
